With innovative modern inventions such as the lightbulb, smartphones, or the automobile, is it the case that in human prehistory inventions such as the wheel or fire were a result of one or a handful of people's work? Or did lots of people figure them out?

In a parliamentary-system, prime minister stepping down is acceptable (David Cameron, Theresa May) if he/she has lost the party's confidence, however, the same norm does not exist in presidential-system, where a resignation by a president is shocking and disgraceful! Any historical reason for this?
